I read that article. It certainly makes sense to me. Poverty and a need or desire to survive will often end up with a crime. Often times not just a need to survive but just not being able to live the way one may want could lead to it. Seeing that there is such a huge disparity between the whites and blacks there, I understand how this could be the case.
